HISTORY

The University history began in the reign of Katherine II, when it was announced on May 25, 1779 (on May 14, Julian Calendar) that the Surveying School should be opened. The school was named Konstantinovsky by the name of Great Prince Konstantin Pavlovich, the grandson of Katherine II who was born in the year.
The government and Katherine II herself patronized and supported the school from the date of its establishing emphasizing a significance of land management and special surveying education.
Lack of land surveyors and state importance of land surveying initiated establishing of the school.
The legislation of the day emphasized significance of land management: "Current surveying is a business, which is performed not only to the benefit and peace of every holder but the state business containing the Emperor glory and advantage of peace and quiet for all the State."
   
Katherine II wrote on the surveying instruction of May 25, 1766: "Strengthen, my Lord, the property of Your people", emphasizing inviolability of surveyed land property and significance of land management.
The Surveying School was renamed into the Konstantinovsky Surveying College in 1819 and- into the Konstantinovsky Surveying Institute in 1835.
   
The first director of the Konstantinovsky Surveying Institute and the author of its first Charter was well-known Russian writer Sergey Aksakov. Great Russian literary critics and philosopher Vissarion Belinsky was a professor of Russian then and famous Russia historian Ivan Zabelin taught history in the academy.
Retaining historical traditions and preserving spiritual inheritance, the University restored in-house Church of Saint Constantine & Helen destroyed in 1922 by subscription of graduates, professors supported by students. The solemn consecration of the church by All Russia Patriarch Alexy II took part in June of 2001.
The university is a main and sole educational establishment, methodological and scientific surveying center of Russia from the date of its establishing. First it was a board establishment with 4 years training course designed for two hundred students.
Russian emperors laid a great stress on surveying in Russia. Nicholas II and, subsequently, Alexander II visited the Konstantinovsky Surveying Institute many times and were content with the quality of surveying education.
The Institute name was complemented by honorable title Imperial for its education services for Russia. The Konstantinovsky Surveying Institute was an educational establishment for male students up to the Revolution of 1917.
The Institute has trained over two thousand experts including 1.500 surveying engineers for the period from 1835 to 1917.
The Moscow Surveying Institute (the new name of the University) made a new step in its development in 1917. The new University Charter was developed in 1918 and surveying took a new political meaning.
The Surveying Institute has trained 986 surveying engineers and 390 surveyors for the period from 1917 to 1930.
   
The Provision of USSR CNK of February 2, 1930 transferred the Surveying Institute to USSR People`s Commissariat of Land. The Academy was reorganized in the same year. Under the decision made by the CNK Commission On Reform of Higher and Secondary Education, the Moscow Surveying Institute was established on the basis of Surveying Faculty in 1930 and the Moscow Geodetic Institute (subsequently, the Moscow State University or Surveying and Mapmaking) - on the basis of the Geodetic Faculty.
   
In 1945 the Moscow Surveying Institute was renamed in the Moscow Institute of Land Use Planning Engineers (MIIZ).
Under the Provision of the Council of RSFSR Ministers # 30 of January 18, 1991, the State University of Land Use Planning was established to train experts in land law, surveying, soil science, geobotany, geodesy, architecture and planning of agriculture inhabited localities.
Currently the State University of Land Use Planning is the unique special and the largest educational establishment in Russia preparing engineers in surveying and land and municipal registers. The University trains surveying engineers, architects, lawyers, economists to manage land resources and land market, land and real estate evaluators.
The University trains about five thousand students and postgraduates from Russia and 40 foreign countries every year. There are postgraduate course, doctorate, dissertation councils. The Training and Methodological Association of Higher Education Establishments of the Russian Federation in Land Management and Cadastres coordinates all relevant educational activities in Russia.
The University maintains close links with many higher education establishments of USA, Canada, Germany, France, Sweden, Denmark, Australia, China, Vietnam, Mongolia, Czech, Poland, Slovakia and other foreign counties (including neighboring countries), participates in international educational programs and projects. The University was awarded by Golden Medal of the French Society For National Industry in April 2001. The award evidences that the accomplishments of the University are recognized on external and internal education markets and provides that the graduates of the University (surveying engineers) may be employed by organizations, establishments and enterprises in France.
   
The University employs over three hundred of academics including ten full and corresponding members of various academies, 50 professors and doctors of sciences, 160 candidates of sciences. There are 9 faculties (Law, Land Management, Municipal Cadastre, Land Cadastre, Architecture, Correspondence (Faculty), Second Higher Education, Further Training, Retraining, Military) and 23 chairs.
   
The University employs over three hundred of academics including ten full and corresponding members of various academies, 50 professors and doctors of sciences, 160 candidates of sciences. There are 9 faculties (Law, Land Management, Municipal Cadastre, Land Cadastre, Architecture, Correspondence (Faculty), Second Higher Education, Further Training, Retraining, Military) and 23 chairs.
The Center of Information Technology, the International Educational Center of Land Market Problems, the International Center of Additional Professional Education, the Scientific and Research Institute of Land Relations and Surveying operate successfully.
Currently the University makes great efforts to increase a quality of training schemes, implement multilevel training, establish new and improve applicable state educational standards. The University trains qualified experts, bachelors and masters meeting all demands of domestic industries.
In 2002 the Honorable Breastplate of three degrees (Golden, Silver and Medal) was established in addition to Honorable Academic Breastplate to be given to the University graduates since 1861. The breastplate shall be given to graduates and professors who made a considerable contribution to development of the University and land managing education as a whole.
